Summary

This framework will be let under the Procurement Act 2023 using the light touch regime. It will enable organisations to procure a range of learning and development (L&D) services from various funding streams. 

Description

RM6303 will last for up to 8 years as an open framework, or for 4 years (3 years plus a 1-year extension) as a closed framework. It is for all public sector organisations in the UK, including: 

  • central government departments, arms’ length bodies, and executive agencies
  • local authorities and devolved authorities (such as mayoral combined authorities)
  • devolved administrations
  • education establishments (universities and colleges)
  • NHS contracting authorities
  • charities
  • housing associations
  • blue light (emergency) services

It will enable public sector organisations to buy a range of learning and development (L&D) services across the UK or in specific local areas. This includes:

  • off-the-shelf courses, coaching and mentoring services: ready-to-use training on standard subjects
  • bespoke training services: custom training made specifically for your organisation
  • learning management systems and content: digital learning platforms used to host and run online training
  • managed learning services: training managed by an external supplier
  • adult skills training services: training for the general public from various funding streams

This proposed agreement will replace two dynamic purchasing systems:

Product types

We are planning to split the framework into lots. We will finalise these lots after we finish our engagement with buyers and suppliers. This page will be updated as appropriate.

Buyer engagement

Supplier engagement

A number of initial supplier one-to-one meetings were held in May 2026. Market engagement is continuing with suppliers in the coming months. When we finish our initial engagement activities, we will publish details for a supplier engagement webinars on this page.
