Description

Many of the services that are essential to our daily lives are driven by space and satellite enabled technologies such as communication systems, navigation, weather forecasting, power grid monitoring, crop monitoring, financial transactions and national security.

This dynamic market supports both the Space Industrial Plan and the UK Geospatial Strategy.

It provides a list of qualified suppliers who have met the conditions for membership and can compete for future contracts. These contracts may cover civil and defence space, satellite and geospatial goods, works and services.

Buyers can award contracts with reference to this dynamic market by using the competitive flexible procedure. This is governed by section 34 of the Procurement Act 2023.

The Procurement Act 2023 allows contracting authorities to design their own procurement processes within a new competitive flexible procedure. This means buyers can set their own timelines, stages, and criteria, as long as the process is fair and transparent. This flexibility will streamline the process and support specific needs, such as allowing negotiation or proof-of-concept stages.

The contract terms and conditions are not pre-determined in the dynamic market, and a buyer can adopt one of the government standard contracts, in accordance with PPN013: Using standard contracts or use their own terms of contract. Using standard contracts helps government and all public sector buyers to get the best value for citizens.

The government commercial function (GCF) and government legal department (GLD) have published 3 standard contracts for use by government departments and other public sector organisations, as part of their commercial activity. The suite of standard contracts is designed to simplify the procurement process, support businesses, and create a level playing field for small and medium-sized enterprises (SMEs). These standard contracts set out a consistent government approach to terms and conditions and doing business with the government.

The initial duration of the dynamic market will be 6 years with an optional 2 year extension.

The dynamic market is divided into categories, called parts. Each part provides specific goods, works and services and is in one of four main groups

  • technology delivery
  • operations and services
  • data
  • advisory, consultancy, training and academia

You can download a detailed specification, including all parts and part descriptions from the documents section.
