Available for: From September 2026, single and multi-academy trusts must procure supply staff through the framework agreement. The mandate is published in the 2026 Academy Trusts Handbook. It aims to provide better value for trusts. Read the DfE guidance for more information on the supply staff mandate. Local authority schools can also use the framework. The agreement may be used by: schools, academies and education establishments central government charities health local authority blue light services (police, fire, ambulance, search and rescue) devolved administrations

Description

This agreement gives you access to experienced suppliers providing temporary, permanent and fixed term teachers and support staff.

All suppliers are accredited. 

The agreement is provided in partnership with:

  • Yorkshire Purchasing Organisation (YPO) 
  • Eastern Shires Purchasing Organisation (ESPO)

DfE supports the agreement through its maximising value for pupils programme.

In scope roles include:

  • teachers
  • educational support staff (for example teaching assistants and cover supervisors)
  • headteachers and senior leaders
  • admin, clerical, finance, IT, maintenance, caterers, cleaners and drivers

All educational establishments in the public sector can use this agreement, including:

  • schools (primary and secondary, maintained and academies)
  • further and higher education establishments
  • nurseries and pre-schools

other public sector organisations such as local authorities, central government departments, hospitals and prisons

Benefits

  • worker background checking: suppliers must vet workers in line with the DfE Keeping Children Safe in Education (Kcsie) standards
  • capped fees: supplier fees are capped at up to £45 per day for teachers and up to £38 per day for education support staff. Full details can be found in the user guide

  • temporary to permanent transfers: after 12 weeks, you can transfer a temporary worker to a permanent role at no extra cost (with 4 weeks’ notice)

  • category expertise: support awarding your contract from our category team and network of partner organisations
  • Department for Education mandated: using the agreement ensures compliance with the DfE mandate for single and multi-academy trusts

When you can't use this agreement

Private (for-profit) schools cannot use this agreement.

How to buy

You can award a contract by:

  • award without competition
  • award with competition

1. Award without competition

This is the recommended way to place a contract for lot 1. It is also available for lot 2.

Use this when:

  • you need a worker urgently, and you do not have an existing contract with a supplier for these services
  • you are happy to pay the supplier’s maximum framework fee
  • the services and contract provisions you require are fully set out in the framework, and do not need to be changed

Steps:

  1. If you are a school in England with a DfE sign-in, use the agency selection tool.
  2. If you are a school in England without a DfE sign-in, fill out the request access form.
  3. If you are a school in Scotland, Wales or Northern Ireland or another organisation, email the team for access
  4. To use the tool, enter the worker’s role then search for suppliers by distance from your location. You can directly contact the suppliers identified using the tool.
  5. Choose a supplier, sign the short order form and send it to them. You only have to do this once for each supplier and there is no limit to the number of suppliers you can use.

2. Award with competition

This is the recommended way to place a contract when awarding under lot 2. It is the best way to get a tailored service, and value when appointing a managed service provider.

Use this when:

  • you want to place a contract with a single supplier to manage all your worker requirements over a set period of time 
  • you are planning a solution for the future (i.e. you are not thinking about an immediate short-term role)
  • you know what your demand for workers is, and you think that suppliers may bid rates that are less than their framework maximums
  • you want to make changes to the contract or service requirements to tailor your solution

Steps:

  1. Invite all the suppliers listed on the lot to take part in your competition. 
  2. Select a supplier based on your published criteria and send a signed order form.. Let all other bidders know that they have been unsuccessful.
  3. Agree an implementation plan with your chosen supplier. 
  4. Contact the team if you need additional support.

  • direct access to agencies

Lot 2 Managed Service Provision
Use this lot to appoint a managed service provider to oversee your temporary and permanent staffing needs. The provider will aim to meet your staffing requirements directly. Otherwise they will look to use a supply chain of other agencies to meet your requirements. Services include:
  • a single point of contact for management of your workforce and staffing needs
  • access to teachers and education support staff directly via the Provider, or through a supply chain of agencies
  • temporary, permanent and fixed-term appointments
  • access to the supplier’s technology platform, where you can make bookings
  • access to the supplier's technology platform, which may provide other services such as:
    • invoicing
    • electronic timesheets
    • management information reports
