Mobile Voice and Data Services 2

Summary: 

This framework has been created under the Procurement Act 2023 and provides the UK public sector access to mobile, voice and data solutions.

Description: 

This agreement will replace the existing Mobile Voice and Data Services (MVDS) agreement

 Services will include but not be limited to:

  • UK and international airtime including roaming, calls, short message services (SMS) and data
  • ability to include optional services
  • associated hardware 
  • audit,health check and advisory services

Benefits:

  • access to multiple suppliers, including SMEs
  • compliant with key government policy and playbooks
  • multiple routes to market including Award Without Competition (AWOC) and Further Competition

Product types: 

Lot 1 – Mobile Catalogue and Optional Services

Access to UK, international, roaming airtime, calls, SMS and data through the ‘catalogue’ retaining the competitive market for these services.

Ability to purchase ‘optional services’ including but not limited to device hardware, accessories, support services, MDM and supplementary services through service offers in conjunction with the airtime service or on a stand alone basis.

Lot 2 – Mobile Solutions

Access to UK, international, roaming airtime, calls, SMS and data, device hardware, accessories, support services, MDM and supplementary services.

Allows customers to compete requirements in line with their own policies e.g. to compete and/or tailor services to fit business needs to complete larger estates which may also have more complex security requirements and exit management criteria.

Lot 3 – Telecommunications Audit and Advisory Services

Access to auditing services and resultant recommendation report for telecommunications spend, usage, tariff analysis, solution prioritisation and mobile hardware inventory. In addition, this lot will introduce an additional level of auditing service e.g. Platinum and an expansion to allow ongoing advisory services, assisting customers with the ongoing management of their estates.

We are looking for volunteers to help with the evaluation of RM6391 Mobile Voice and Data Services 2.

The evaluation and consensus will take place between May and June 2026. More information will be provided to confirm the process and timelines.

Supplier engagement

We hosted a virtual supplier information session on 2 December 2025. This was to share the scope and agreement design for Mobile Voice and Data Services 2.
